There’s nothing worse than a lousy library. Your library might have a tiny budget or never buy the books you really want to check out or the hold lines on Libby are fifty years long.
Good news!
There are lots of places to get library cards for non-residents (even better, many of them are free non-resident library cards!).
But even if they aren’t free non-resident library cards, it may be worth $50-100 a year for you to have access to the library catalog of a much bigger collection.

Jefferson County Public Library
If you live in the state of Alabama, but not in Jefferson county, you can get a non-resident library card for $50 a year.

Anchorage Public Library
Offers a non-resident library card for $50 a year. They also have an out-of-state visitor card you can get for free for the first 3 months.
ARIZONA
Maricopa County
Non residents may purchase a library card with full borrowing privileges for digital and physical items for $25 (for six months) or $50 (for 12 months). Details here.

Central Arkansas Library System
For any patron who does not reside or pay taxes in their service area, CALS offers a non-resident card for an annual fee of $54. They base their annual fee on the average property tax payment per parcel across the service area. Apply here.

Los Angeles
Library cards are free to ALL California residents or those who own property in San Diego and for anyone serving in the Armed Forces stationed in San Diego. If you are a non-resident, you can receive a library card for $32.50 a year! Details here.

Anyone in the state of California can obtain a library card from the Oakland Public Library. Here is where you would apply!
Anyone living in the state of California can get a library card from the San Francisco Library. You do have to apply in person.
Information on this library was tricky to find online, so a phone call cleared everything up! This library offers FREE full access cards for anyone living is Washoe County and the state of California!! They do offer a limited card for anyone else living in the state of Nevada. The librarian said the limited card allows you to only check out 10 physical items, but gives you access to all of the online resources!
Hayward residence is not required for this library, but you do have to be a California resident.
San Bernardino library offers free library cards for all California residents.

Denver Public Library
Anyone living in the state of Colorado can get a library card at the Denver Public Library. Here’s where to register for an ecard, which gives you access to all of their online resources. To obtain a physical card, you need to go to the library in person.
El Paso Pikes Peak Library
Anyone in the state of Colorado can apply for a library card here! You can apply online here, but will need to provide proof of residency in person within 30 days of submitting your application.
connecticut
New Haven Public Library
Connecticut residents from other towns are eligible for a library card at this location. You must present a valid hometown library card that shows the expiration date and a photo ID to be added to NHFPL’s system and be eligible to borrow. If you don’t have proof of address, you may still be able to borrow digital resources. All you need to do is contact the library location nearest you and ask to be added.
delaware
Dover Public Library
Anyone in the state of Delaware can apply for a library card here and gain access to their digital resources right away! You can apply here!
district of columbia
Cards are free and can be obtained by completing a registration process and presenting a valid driver’s license, state-issued identification card, or passport in-person. You have to be 16 years or older to obtain a card. Once you’ve received your card, they are valid for two years! You can pre-register online with this form, but will still need to register in person with your valid ID.
FLORIDA
Full access to borrow all Broward County Library materials and use online resources, costs $38 a year for all non-residents. Visit a Broward County Library to obtain card. Here is the application.
Anyone living outside of the servicing area can get a non-resident card for $125 a year. You can purchase that here!

Any Georgia resident is eligible for a Pines library card at this location! Here is where you can apply!

Hawaii State Public Library System
Any resident or military personnel can get a free library card here! If you are a non-resident, you can apply for a card for $25 for FIVE YEARS!! That makes it only $5 a year – this one is a no-brainer! Application details here – note that you have to apply for a card in person (not online!) and you’ll need a photo ID and proof of address.

To obtain a non resident card, you can pay an annual fee of $75. Non resident senior citizens over the age of 62 may purchase a non resident card for an annual fee of $20.00.

Chicago Public Library
If you are an Illinois resident living in a community with a reciprocal library, you can get a library card to the Chicago Public Library. Here is the list of reciprocal libraries they accept! The list is robust, so it’s definitely worth taking a peek. My assistant, Analese lives about two hours away from Chicago and her library is on the list. Unfortunately, you do have to apply in person.

Public Library Access Card (aka PLAC card) – is the name for the statewide library card allowing any individual to purchase a card for $65 a year, allowing them to borrow materials directly from any public library in Indiana. These cards can be purchased at any Indiana library!

Topeka and Shawnee Public Library
Non-residents of Topeka and Shawnee can get a library card for an annual fee of $85! Apply in person.

Lexington Public Library
If you don’t live in Fayette, you can get a library card at the Lexington location for only $10. From what I can tell, this is a one time fee. Apply here!
louisiana
Active military personnel and their dependents can get a FREE card here! Non-residents of New Orleans can get a library card for an annual fee of $50!

They don’t offer non-resident cards, but they do allow anyone in the state of MA with an address to get a library card at this library. Details here.

All Michigan residents are eligible for Library of Michigan library cards.
minnesota
Anoka Public Library
Residents of other Minnesota library districts may use the Anoka County Library. A valid library card issued from their local public library will be required in order to obtain a library card here.
St. Paul Public Library
You can stop by this location any time to and register your card from another Minnesota library. They also offer non-resident cards for those that live in Iowa, North Dakota, South Dakota, or Wisconsin. They are $60 annually. Keep in mind that the non-resident cards do not include access to Overdrive/Libby.

Madison County Library offers a non-resident card for $30 each year! Apply in person.
missouri
Kansas City Public Library allows anyone to sign up for free! However, there are limitations. Library privileges consiste of borrowing a limited number of materials from the physical collections and use of the public computers at any KC Library location. The one con, is most digital resources are not available for non-resident patrons. Click here to apply!
You can obtain a non-resident card at the cost of $50 per family for 12 months. Details here.
Any resident of the United States that doesn’t live within the Green County boundaries, can get a card for an annual fee of $80. This gives you access to all of the services offered.

Residents of Montana are eligible for a library card at no charge. Non residents of Montana may purchase a regular library card for $20 a year.

Omaha Public Library
Anyone not living with the Douglas County boundaries can purchase a non resident library card. They have a few options: monthly membership for $6.25, 4 months for $25, or 12 months for $75. Non resident borrowers must register in person at any OPL location.
NEW HAMPSHIRE
Concord Public Library
Fill out this application to receive a non-resident library card. The annual cost is $100, but they do have shorter options for cheaper.
Griffin Public Library
Non-resident cards can be obtained here for $35 a year!

If you are 13 or older and live, work, attend school, or pay property taxes in New York State, you can get a free digital library card right now using this online form. Visitors to New York State can also use this form to apply for a temporary card. With a digital library card you get free access to the Library’s wide array of digital resources. You can request physical items with your digital account, but you do need a physical card to complete checkout of these items.

Southern Pines Public Library
At this library you can get a full access library card for $60 annually if you are a non-resident of Southern Pines. If you want limited access (youth card), you pay $20 for a full year. You can register online for a card here, but you will need to go into the library upon 30 days of registration to verify address. You will not have access to Libby until you verify address and pay annual fee.
Charlotte Mecklenburg Public Library
A non resident card for the Charlotte Mecklenburg library is $45 a year. You can apply here.

All Ohio residents are able to get a library card at this location and can use it here or any Cuyahoga county public libraries along with any Cleveland Public library branches and CLEVNET member libraries! Details here.

You can obtain an annual fee account for $70 per year for the Metropolitan Library System. Another great service offered from this library is Library by Mail! Knox County Library
If you are a resident of Tennessee, but don’t live within Knox County, you are still eligible for a library card! These non resident cards cost $40 annually.
Memphis Public Library
Those who live outside the Memphis Public Library service area, including nearby counties in TN, AR and MS, may pay an annual fee of $50 to obtain a library card at this location. Out of Service Area cards must be obtained in person

Arlington has an individual non-resident library card option that gives you the opportunity to borrow up to 4 physical items at a time (books, DVDs, CDs, etc.) and have access to eBooks, downloadable audiobooks, databases, learning services for $25 a year. They also have a individual full services program that gives you the same privileges as a resident, with full borrowing including digital and public computer services. Details here.

If you have a teenager, here’s a tip: Brooklyn Public Library and Seattle Public Library offer free library cards to non-resident teenagers as a service to counter book bans. It’s amazing, and I’m so thankful my daughter has amazing book access even though we don’t live in either of those cities.
Another tip: if you’re not sure which library to pay to access, you can browse and compare their ebook collections before committing. You can even see the number of ebooks and audiobooks offered – for example, Queens has 111,000 ebooks, Carnegie has 106,000, and Philly has 65k.

I live in Brigham City, UT and they have a cooperative agreement with 6 Utah counties that you can get a free library card (including for electronic items!) For the other counties/cities!! Here is what the website says:
“Library cards are free to residents of Weber and Davis Counties, Morgan County, Summit County (with the exception of Park City), Brigham City, and Logan City. Signature of parent or legal guardian is required for persons under 18.”

Unfortunately the link for Iowa is an application for a card that only gives access to a specific catalog of law books, Iowa history, library reference books, etc. Many of those are one of a kind copies that can’t leave the location and there aren’t fiction offerings or audiobooks which is the access I would guess people on this page are hoping to find. If another statewide source is found I would love to know but after waiting to receive my card number in hopes that I could access more books I thought I could spare other Iowa residents the runaround to find out their number isn’t usable on Libby. Proof of employment is also a requirement.

The Tooele City Library in Utah has a non-resident library card for $30/year. As far as I know, you have to get it in-person. I’m on the board of directors there and will have to see if they could do an online sign-up option! It’s one of the cheaper ones I’ve heard of. I’ve heard people who live outside city limits (but in the county) complain and say they’ll buy their own books instead of paying that “outrageous” price. I don’t think they realize that $30 will only get you two or three books… Meanwhile, I’m trying to justify some of these $50+ non-resident cards in my head haha.

I purchased a Queens virtual library card for $50/year. They have 111k ebooks and 15k audiobooks on Libby. Tennessee Reads (not sure if that includes all TN public libraries) has 83k ebooks and 32k audiobooks. Since I’m an audiobook listener, it wasn’t a good deal for me. I’ve barely found any in Booklyn that I didn’t have in my own library. Happy Reading/Listening! 📚😊

All Mass residents who have a card to one of the consortium libraries (CWMARS, Minuteman, CLAMS, etc) can sign in to all the other consortiums on Libby. There’s tons of ebooks and audiobooks over there.

The Northwest Regional Library System (Florida) allows non-resident cards for $20.00 a year. You can apply online, but you have to pay in person. https://www.nwrls.com/get-a-card/
